<p>The Pac-12 will not expand to a 16-team conference, we learned on Tuesday night. Pac-12 commissioner Larry Scott<a target="_blank" href="http://www.google.com/hostednews/ap/article/ALeqM5iu5NH4UXp3XME0H0ge3Vq0b17gbQ?docId=cca5fb47739f4623846ae1480ccf6ad4"> released a statement</a> informing us that schools officials from all current universities decided to remain at 12 teams and seek no further changes to the conference.</p>
<p>Adding Texas, Texas Tech, Oklahoma and Oklahoma State would upset the plans the conference had already put together, including the Pac-12 Network deal that could bring in several billion dollars.</p>
<p>Oklahoma and Texas each voted to seek other options outside of the Big 12 Conference, but now their futures hit a brick wall. While Pac-12 expansion has seemingly stopped, the future of the Big 12, the Big East, the SEC and the ACC are still up in the air. Texas A&M to the SEC still is in the works, as is Missouri to be the conference's 14th team.</p>

<p>Over the weekend it seemed that the <a class="sbn-auto-link" href="http://www.sbnation.com/ncaa-football/teams/texas-longhorns">Texas Longhorns</a> would be <a target="_blank" href="http://denver.sbnation.com/colorado-buffaloes/2011/9/18/2433695/pac-12-expansion-texas-oklahoma-texas-tech-oklahoma-state">joining the the Pac-12 in the near future</a> as the league and Texas were reportedly close to negotiating how the Longhorn Network would fit within the Pac-12 Network model. However, Jon Wilner of the <i>San Jose Mercury News</i> is<a target="_blank" href="http://blogs.mercurynews.com/collegesports/2011/09/19/pac-12-expansion-the-latest-on-texas-revenue-sharing-and-16-team-division-alignment/"> reporting that adding Texas is not a sure thing</a>, and that it could be weeks and not within the next 36 hours. Or it may not happen at all.</p>
<p>Texas does have a <a target="_blank" href="http://www.sbnation.com/ncaa-football/2011/9/16/2430069/conference-realignment-texas-board-of-regents-meeting-pac-12-acc">board of regents meeting scheduled for Monday</a> at 2:00 p.m. MT with <a target="_blank" href="http://info.sos.state.tx.us/pls/pub/pubomquery$omquery.queryview?P_OM_ID=137695&Z_CHK=33600">conference affiliation on the schedule</a>, but do not expect an answer to what Texas will do. The meeting is to give school president Bill Powers ultimate authority on the future of where Texas will end up.</p>
<p>Wilner also goes on to say that the initial report that says Texas can keep all revenue from the Longhorn Network if the channel earns more than one-sixteenth of all Pac-12 third-tier rights as misleading:</p>

<p>For one thing, the Longhorn Network would have to be folded into the Pac-12 regional model - it wouldn't exist as a separate entity.</p>
<p>What's more, there is no chance that any school will have more than 1/16th of the revenue, whether it comes from the conference's first, second or third-tier rights. NO CHANCE.</p>

<p>Furthermore, Texas is expected to make much more over the life of the deal with the Pac-12 Network model then they would with the Longhorn Network. The Pac-12 has proven that they do not need Texas to earn a <a target="_blank" href="http://denver.sbnation.com/2011/5/3/2334575/pac-12-agrees-to-a-12-year-2-7-billion-television-deal-with-fox-espn/in/1915381">large media rights deal</a>, and subsequently hold all the cards. Texas has to decide if they want the exposure of their precious Longhorn Network or make a lot more money by making concessions and folding the Longhorn Network into the Pac-12s regional network model.</p>

<p>With Pac-12 rumors leaning toward the <a href="http://denver.sbnation.com/colorado-buffaloes/2011/9/3/2403351/pac-12-expansion-oklahoma-texas-texas-tech-oklahoma-state" target="_blank">league moving closer to adding</a> the <a href="http://www.sbnation.com/ncaa-football/teams/texas-longhorns" class="sbn-auto-link">Texas Longhorns</a>, <a href="http://www.sbnation.com/ncaa-football/teams/texas-tech-red-raiders" class="sbn-auto-link">Texas Tech Red Raiders</a>, <a href="http://www.sbnation.com/ncaa-football/teams/oklahoma-st-cowboys" class="sbn-auto-link">Oklahoma St. Cowboys</a> and <a href="http://www.sbnation.com/ncaa-football/teams/oklahoma-sooners" class="sbn-auto-link">Oklahoma Sooners</a>, scheduling is going to be an issue since all the schools covet playing in the southern California area each year. </p>
<p>To address that issue the Pac-12 is looking into a<a href="http://www.statesman.com/blogs/content/shared-gen/blogs/austin/longhorns/entries/2011/09/18/official_potent.html" target="_blank"> four-pod system and one that allows any two schools to play in the conference title game</a>:</p>
<blockquote>
<p>As of right now, the conference is discussing an alignment where teams would play nine conference games. Teams would play every other team in their pod along with two teams from each of the other three pods.</p>
<p>If the Longhorns were in Pod A, they would play the other Pod A teams (Oklahoma, Oklahoma State and Texas Tech) every year. They would also play two teams from Pod B, Pod C and Pod D, bringing the total to nine conference games every year.</p>
<p>It is believed the championship game would be decided by overall conference record, meaning any two teams could play in the championship game on a given year.</p>

<p>This is an interesting concept and somewhat follows the old 16-team WAC model which used a quadrant system, but still used a two-divisional format to decide who played in the conference title game. The pod setup would look like this:</p>

<p>There will be come objection since all the schools want to be in southern California each year for recruiting and with 16 teams that can not happen. However, the pod system allows for teams to at least play USC or UCLA every year for those schools in the opposite pods. The scenario would be to match up a northern California school with a southern California school to ensure they would play a team from the Los Angeles area and be in California each year.</p>
<p>The pod system is unique in that the Pac-12 wants to have the best possible title game and the league wants competitive balance. For example if they were to go to a North-South split or even East-West it would be hard to split up Texas, Oklahoma and USC. Having Oklahoma, Texas and USC in one division would create a massive competitive imbalance, so by having no divisional format to determine who plays for the title game that would solve the competitive balance issue.</p>
<p>Scheduling and divisional formatting is still a ways off since the Pac-12 is still currently the Pac-12; however It seems that things are heading toward a Pac-16, but not quite yet.</p>

<p>Conference realignment Armageddon seems to be here, as the <a href="http://www.sbnation.com/ncaa-football/teams/syracuse-orange" class="sbn-auto-link">Syracuse Orange</a> and <a href="http://www.sbnation.com/ncaa-football/teams/pittsburgh-panthers" class="sbn-auto-link">Pittsburgh Panthers</a> are <a href="http://www.sbnation.com/ncaa-football/2011/9/18/2432796/syracuse-pitt-acc-expansion-realignment/in/1280828" target="_blank">officially on their way out of the Big East and heading to the ACC</a>. This now puts pressure for other teams who were considering making moves, in particular the <a href="http://www.sbnation.com/ncaa-football/teams/oklahoma-sooners" class="sbn-auto-link">Oklahoma Sooners.</a> They have had <a href="http://denver.sbnation.com/colorado-buffaloes/2011/9/12/2421886/pac-12-expansion-oklahoma-oklahoma-state/in/2167392" target="_blank">plans on moving to the Pac-12</a> ever since the Texas A&M Aggies moved onto the SEC.</p>
<p>Now, it looks like the Pac-12 is about to be the Pac-16 with the inclusion of the Oklahoma Sooners, <a href="http://www.sbnation.com/ncaa-football/teams/oklahoma-st-cowboys" class="sbn-auto-link">Oklahoma St. Cowboys</a>, <a href="http://www.sbnation.com/ncaa-football/teams/texas-longhorns" class="sbn-auto-link">Texas Longhorns</a> and <a href="http://www.sbnation.com/ncaa-football/teams/texas-tech-red-raiders" class="sbn-auto-link">Texas Tech Red Raiders</a>. The Longhorn Network has been the sticking point to why Texas has not been a sure move to join the Pac-12. The conference has equal revenue sharing.</p>
<p>Now according to the <i>Austin American-Statesman </i>the Pac-12 is working on a way to<a href="http://www.statesman.com/blogs/content/shared-gen/blogs/austin/longhorns/entries/2011/09/18/official_potent.html" target="_blank"> allow Texas to join the Pac-12 and keep their Longhorn Network</a>:</p>
<blockquote>
<p>The Longhorns would be able to keep all of their revenue from the network if that amount is greater than one-sixteenth of what the entire Pac-12 receives for its third-tier rights. However, if one-sixteenth of the money the Pac-12 receives from third-tier rights ends up being a larger amount, the schools would divide the revenue evenly and everybody would receive the same amount, the source said.</p>
<p>"Nothing has been definitively confirmed. But that's in the zip code," a source very familiar with the realignment discussions said Sunday. "This is not yet a done deal. It appears that (Pac-12 commissioner) Larry Scott is going to be able to work some magic and help Texas keep the Longhorn Network and their revenue stream."</p>

<p>Texas will need to make a lot of money from their Longhorn Network in order to keep the revenue from their channel. The Pac-12 regional networks are expected to <a target="_blank" href="http://denver.sbnation.com/colorado-buffaloes/2011/5/26/2192435/pac-12-media-enterprises-one-billion/in/1915381">bring in $1 billion </a>over the course of the <a target="_blank" href="http://denver.sbnation.com/2011/5/3/2334575/pac-12-agrees-to-a-12-year-2-7-billion-television-deal-with-fox-espn/in/1915381">Pac-12 media deal</a>, which runs for 12 years starting in Aug. 2012. This means that for Texas to get revenue for the Longhorn Network under the current revenue structure (the revenue for third tier rights may very well increase by adding Texas' large following in addition to Oklahoma's) on third-tier rights, the LHN would have to earn approximately more than $5,208,333.33 per year. Currently Texas is receiving a $15 million per year from ESPN for the Longhorn Network. </p>
<p>Also, nothing is firm on this agreement and there is nothing mentioned if Texas Tech programming would be included. The current regional channels are set up with teams pairing with each other. </p>
<p>The negotiations are heating up and Texas has a Board of Regents meeting on Monday. There could be a decision which would allow university president Bill Powers to make a move regarding realignment.</p>

<p>Prior to the Arizona State game Friday night, Pac-12 Commissioner Larry Scott met with the media and mentioned that the league is<a target="_blank" href="http://campuscorner.kansascity.com/node/2039"> not proactively seeking to add teams, but they are monitoring the situation</a>. Scott has also said that the Pac-12 will consider adding teams if the Big 12 falls apart. He <a href="http://www.sbnation.com/ncaa-football/2011/9/12/2421423/pac-12-expansion-larry-scott-big-12-oklahoma/in/1280828" target="_blank">reiterated that comment again today</a>:</p>

<p>"If schools are going to leave the Big 12 and there's going to be a paradigm shift, or a landscape change as people like to describe it, we'll go ahead and step back and look at our options, then reconsider (expansion)."</p>
</blockquote>
<p>With the news that <a target="_blank" href="http://www.sbnation.com/ncaa-football/2011/9/12/2421363/sec-expansion-texas-a-m-announcement-mike-slive/in/1280828">Texas A&M to the SEC is official</a> as of this afternoon, the remaining Big 12 teams are now starting to look out for themselves and decide what is best for their future. A pair of teams are looking to head west.</p>
<div>Scott is now going to have a choice to consider: adding more teams to the Pac-12. According to the latest news from Chip Brown, the <a class="sbn-auto-link" href="http://www.sbnation.com/ncaa-football/teams/oklahoma-sooners">Oklahoma Sooners</a> are <a target="_blank" href="http://www.sbnation.com/ncaa-football/2011/9/12/2421007/oklahoma-to-pac-12-rumors-news-updates/in/1280828">expected to apply for admission to join the Pac-12 by the end of September</a> and the <a class="sbn-auto-link" href="http://www.sbnation.com/ncaa-football/teams/oklahoma-st-cowboys">Oklahoma St. Cowboys</a> are <a target="_blank" href="http://texas.rivals.com/content.asp?CID=1263940">expected to follow suit</a>:</div>

<p>If OU follows through with what appears to be a unanimous sentiment on the seven-member Oklahoma board of regents to leave the Big 12, realignment in college athletics could be heating back up. <p>Also, Oklahoma is having a Board of Regents meeting on Monday Sept. 19, and John Hoover who covers Oklahoma for the <i>Tulsa World </i>said that his source from the Oklahoma Board of Regents said that he was not allowed to talk because "<a href="http://twitter.com/#!/johnehoover/statuses/113381126025908224" target="_blank">negotiations are sensitive</a>."</p>

<p>So much for the <a target="_blank" href="http://denver.sbnation.com/colorado-buffaloes/2011/9/6/2407852/pac-12-expansion-oklahoma-texas-big-12/in/2167392">Pac-12 waiting on expansion</a> because expansion might be coming sooner rather then later, but it will not be because the Pac-12 is going out and being proactive. Rather it will be a reactionary move from the fall out that comes from Texas A&M <a target="_blank" href="http://www.sbnation.com/ncaa-football/2011/9/7/2409971/sec-expansion-texas-am-invited-announcement/in/1280828">being invited to join the SEC</a>. Well, it is not official yet since Baylor is mentioned as a school who is <a target="_blank" href="http://www.sbnation.com/ncaa-football/2011/9/7/2409930/texas-am-sec-expansion-baylor-lawsuit/in/1280828">backing off an original agreement to not sue</a> Texas A&M if the leave to join the SEC, but there are <a target="_blank" href="http://www.sbnation.com/ncaa-football/2011/9/7/2410244/baylor-suing-texas-am-sec-conference-realignment/in/1280828">conflicting reports on Baylor</a>. Also, <a target="_blank" href="http://texas.rivals.com/content.asp?CID=1261679">Chip Brown is reporting</a> that there are other schools outside of Baylor that are backing off their original agreement to not sue Texas A&M. </p>
<p>So, what does this all mean for Colorado and the rest of the Pac-12? Probably just a delay in the inevitable of the league expanding, but one thing that seems certain is that the <a href="http://www.sbnation.com/ncaa-football/teams/texas-longhorns" class="sbn-auto-link">Texas Longhorns</a> will not be receiving an invite to join the Pac-12. </p>
<p>The obvious issues with Texas come from the Longhorn Network, but now the <i>San Jose Mercury News</i> Jon Wilner is reporting that it is <a target="_blank" href="http://blogs.mercurynews.com/collegesports/2011/09/07/texas-and-the-pac-12-its-not-really-about-the-longhorn-network/">much more than the Longhorn Network</a> as for the reasons that the Pac-12 is shying away from Texas. Wilner mentions that Texas does not fit culturally as to another prime reason why that Texas will not be heading west.</p>
<p>Then there is George Schroeder of <i>The Eugene Register-Guard </i>has sources that say that <a target="_blank" href="http://www.registerguard.com/web/sportscolumnists/26833961-41/pac-oklahoma-texas-schroeder-source.html.csp">Pac-12 expansion could come as soon as the end of this week</a>:</p>

<p>Speculative reports suggest announcements of Pac-12 expansion could come as early as Friday. But another high-level source involved in the process said the conference wouldn't move that fast.</p>
<p>Expect the process to take a few more days, into next week. That, by the way, would fit neatly into the outside end of the timeline given by Oklahoma president David Boren last Friday, when he said something would happen in 72 hours or two weeks.</p>
<p>"It won't happen in 24 hours," the source said. "That doesn't mean it has to take a week - but closer to a week."</p>

<p>Regardless of the time frame it seems that it is inevitable that the Pac-12 will be adding teams, it is just a matter of when.</p>

<p>The <a href="http://www.sbnation.com/ncaa-football/teams/colorado-buffaloes" class="sbn-auto-link">Colorado Buffaloes</a> left the Big 12 to help form the Pac-12 last year because the school had a larger alumni base out West, recruited in California and they have more in common with the other schools compared to the Big 12. Plus, it did not hurt to have equal revenue sharing.</p>
<p>Now with the reports that the <a target="_blank" href="http://denver.sbnation.com/2011/9/4/2403178/pac-12-expansion-oklahoma/in/2167392">Pac-16 is potentially in play</a> once again, <a href="http://www.denverpost.com/sports/ci_18834617" target="_blank">Colorado president Bruce Benson has come out against the idea of the Pac-12 adding more teams</a>:</p>

<p>"One of the reasons - and there are a lot of reasons - we got in the Pac 12 is to play regularly on the West Coast," Benson said. "When I hear things like East-West divisions, we're going back to the Big 12 again. I don't know who's possibly going, but I sure don't want to get shorted out of the West Coast."</p>

<p>"That's kind of how I look at it," Benson said. "I just don't want to change this dynamic. Every year we're in Northern and Southern California. We want that. Every year we're in Arizona. We want that. We're in Washington. We want that."</p>

<p>That makes a lot of sense, because Colorado would be back where it was when they were part of the Big 12 if <a href="http://www.sbnation.com/ncaa-football/teams/oklahoma-sooners" class="sbn-auto-link">Oklahoma</a>, <a href="http://www.sbnation.com/ncaa-football/teams/oklahoma-st-cowboys" class="sbn-auto-link">Oklahoma State</a>, <a href="http://www.sbnation.com/ncaa-football/teams/texas-longhorns" class="sbn-auto-link">Texas</a> and <a href="http://www.sbnation.com/ncaa-football/teams/texas-tech-red-raiders" class="sbn-auto-link">Texas Tech </a> do create a Pac-16. Colorado would be in a division with those schools alongside Utah and the two Arizona schools and have<a target="_blank" href="http://www.ralphiereport.com/2011/9/6/2408639/colorado-buffaloes-president-pac-12-expansion-realignment"> limited access to California and the West Coast</a>.</p>
<p>The Pac-12 may try to hold off as long as they can in regarding future expansion options, but if the SEC and Big 10 go beyond 14 teams the Pac-12 may not have much of a choice but to expand.</p>

<p>So far all of the expansion talk regarding the Pac-12 picking up Oklahoma, Oklahoma State, Texas and Texas Tech has mostly come from the Big 12 side. However, that does not mean the <a class="sbn-auto-link" href="http://www.sbnation.com/ncaa-football/players/136050/larry-scott">Larry Scott</a> and the Pac-12 are not going to listen or attempt to make a deal. </p>
<p>Jon Wilner of the <i>San Jose Mercury News </i>who wrote this morning that<a target="_blank" href="http://blogs.mercurynews.com/collegesports/2011/09/06/bcs-football-realignment-update-the-pac-12-doesnt-want-to-expand/#more-21112"> not everyone in the Pac-12 is in favor of expanding</a>:</p>

<p>The Pac-12 presidents and chancellors <b>do not want to expand</b>. Their strong preference is for Texas A&M-to-the-SEC to implode and for the Big 12 to remain viable - essentially, they want the status quo for as long as they can get it.</p>
<p>Why? Because they have everything they want.</p>
<p>The conference has stability... it has a football championship game ... it has the richest TV deal in college sports history ... and it has a wholly-owned network(s) to serve its fans, provide unprecedented exposure for its athletes, promote the league's academic mission - and generate millions of dollars per school annually once it attains maximum distribution.</p>
<p>The CEOs believe the Pac-12 is the best-positioned conference in the country. They don't want 16 teams, and they don't want the SEC and Big Ten going to 16 teams, either.</p>

<p>However, Wilner points out that the Pac-12 would be foolish not to to expand if the SEC goes beyond 14 teams and the Big 10 adds more teams as well. His sources say Missouri is likely heading to the SEC as the 14th team and that move would essentially be the death kill for the Big 12. The kicker out of this is that the Pac-12 would be just fine <a target="_blank" href="http://twitter.com/#!/wilnerhotline/status/110970290917486593">taking Oklahoma and Oklahoma State only and not bringing along Texas</a>:</p>

<p>The reason for not bringing in Texas goes back to their Longhorn Network, because the Pac-12 has equal revenue sharing and that is a deal breaker for the Pac-12 and they will not budge on that topic.</p>
<p>Also, the Pac-12 is planning on acting a lot like the SEC in regards that they want schools to approach them and not be perceived as poaching other leagues schools. So, for now the Pac-12 is content at 12 teams and will sit and back see what the SEC and the other Big 12 schools decide to do.</p>
